This Conservation Study for Newlands Village was commissioned by Cl Ian Iversen, prepared by heritage consultant Nicolas Baumann with Tamara Crew-Brown, and accepted by PEPCO on 7 April 2009. It is part of the process for obtaining formal conservation status for buildings within the boundaries of Newlands Avenue, Governors Lane, Paterson St, the Liesbeeck River and north of Palmboom Rd.

The City of Cape Town envisages that the Village be declared a Heritage Area by means of a bylaw as a temporary protection until the IZS (Integrated Zoning Scheme) for the entire municipal area replaces the existing zoning scheme regulations. Once the new IZS takes effect, existing heritage areas will become Heritage Protection Overlay Zones under the IZS regulations.

In the meantime PEPCO has instructed that the contents of the Baumann study be supported for dealing with planning applications in the area. The document contains Design Guidelines and all buildings in the area are listed with proposed gradings as envisaged by the National Heritage Resources Act.

A public participation process is required before a bylaw can be gazetted. When this gets underway you will be advised on our website and a careful study of this report will assist you to send in an informed comment.
